前言：上海中医药大学针灸推拿学院助残志愿者队今年获得了上海中医药大学校级精神文明好人好事，我们希望更多的教师、学生参与其中，服务社会，奉献爱心。 走过了十余年，他们有过倦怠；走过了十余年，他们有过茫然；走过了十余年，他们有过喜悦；走过了十余年，他们坚持不懈……他们是由专业教师、管理人员和学生组成的上海中医药大学针灸推拿学院助残志愿队伍。 回首时光，十余年来的辛勤汗水虽然没有换来无比的辉煌，但是，通过志愿队的努力，一个又一个视障人士开始用他们自己一颗坚强的心，来代替他们的一双眼，世界也开始变得美一点。 十余年来，助残志愿者队伍的脚步遍布全市18个区县，他们的工作业绩获得了市区县各级残联组织和残疾朋友的高度赞扬。助残志愿队和视障人士不畏艰难、共同努力，取得了众多骄人成绩： 1999年10月，第一批30名视障按摩师通过国家职业鉴定考试取得了国家劳动部颁发的初级保健按摩师职业资格证书，这是上海市残疾人取得的第一项国家职业资格证书，并取得了保健按摩劳动岗位。 2009年，针推学院助残志愿者队伍为全市12个区县的轻度智障人士设计足部按摩劳动技能培训。 2009年助残志愿队组成攻关小组，完善培训方案，在松江阳光基地实施了共10批的智障人员培训，80%的学员通过了劳动鉴定。 2000年以来，共计600多名视障人士取得了高、中、初级国家资格证书，全部活跃在上海市200多家盲人按摩机构。 2010年，有30多名视障人士参加了本市的成人高考，助残志愿队将迎来新的一轮工作。 近200名智障人士获得足摩国家职业资格证书，有的自主创业，提供了更多的劳动岗位，吸收残疾人就业，有的技艺精湛，成为社区人民群众健康关爱的魔手，收到社会广泛好评。 12名视障人士自主创业盲人保健按摩机构。 15名视障人士获得按摩大专学历，成为了中国唯一一批拥有高等学历专业背景的按摩从业人员，这批人才受到了全国残联和市残联的高度重视。 18名视障人士取得中残联盲人医疗按摩技术职称。 …… 来之不易的成绩并没有使志愿队满足、松懈，只会激励他们继续倡导助残新风尚，开辟爱心新天地，继续为上海市残疾人的职业培训、学历教育、社区服务和相关助残政策制定做出自己的奉献。为了使大家更了解、参与助残志愿队，现将助残志愿队在过去十余年中的主要工作内容总结如下： 一、开展视障人士的保健按摩国家职业资格培训，拓展就业市场 从上世纪末开始，随着上海社会经济转型，上海市残疾人就业困难凸显，视障人士就业难成为残疾人劳动就业的难中之难。上海市残疾人联合会劳动服务中心多次与针灸推拿学院沟通，要求学院委派师资对全市就业年龄段的视障人士开展国家保健按摩师职业资格考证培训。由于当时的国家资格鉴定和职业培训全部是针对健全人设计和实施的，如何让视障人士参加相同培训并通过相同标准的国家职业鉴定成为一个重要课题。在学院领导下，一支由党员教师和专业骨干教师组成的志愿者攻关队及时成立，赵毅、周信文、徐俊、陆萍、吕晓蔚等10多名教师集体讨论、精心备课，研究培训方案，设计鉴定学习流程，编写专供盲人使用的培训教材。此外，这支攻关队伍还为市残联和市职部门献计献策，参与制定了针对视障人士保健按摩就业的劳动保障、开业资助和前置审批等政策。目前，视障人士的保健按摩职业培训和劳动就业已经成为上海市残疾人就业的重要环节，满足了残疾人劳动就业的合理要求，发挥了视障人士劳动潜能，为建立和谐社区提供了重要的支撑。 在助残培训的工作中，许多教师克服种种困难，放弃了个人休息，涌现了许多感人事迹。在保证学员本职工作基础上，挤出有限时间为视障人士职业培训做专题研发。赵毅、徐俊、陆萍的《盲人保健按摩师职业技能培训语音教材》获得2007年国家劳动和社会保障部就业培训成果二等奖。自2005年起，这支队伍又先后承担了上海市3届盲人保健按摩技能大赛的组办工作，为提升盲人按摩技能，加强技术交流作出了重要工作。 二、开展视障人士的大专学历教育，提升专业素养 2003年受上海市残疾人联合会委托，中国第一个针对视障人士的保健按摩高职成人教育在我校开设。针推学院的助残志愿队伍在这批人才培养培育的4年里，发挥了重要的作用。吕晓蔚老师担任班主任工作，她一周两次赶到上海市盲童学校培训点，完成班级管理和班务工作。她还要经常晚上电话与学员沟通，任劳任怨，表现出一个优秀党员志愿者的高尚风范和责任心。专业教师志愿者们修订教学大纲，集体备课，组织试讲，为视障人士提供了最佳的教学方案。一大批优秀骨干志愿者教师出现这个班级课堂上，用实际行动表现了大学服务社会的功能定位。更有一大批学生也参与了志愿助残活动，他们为盲人制作语音教材，协助代笔考试，学习结对子。 第一批顺利毕业人员，成为了中国唯一一批拥有高等学历专业背景的按摩从业人员，受到了市残联及全国残联的高度重视。 三、关爱智障人士，创新社区劳动服务 2009年，针推学院助残志愿者队伍开始为全市12个区县的轻度智障人士设计足部按摩劳动技能培训。徐俊、赵毅等教师不畏困难，在学院支持下，带领年轻教师和专业研究生组成攻关小组，完善培训方案，在松江阳光基地实施了10批的智障人员培训，80%的学员通过了劳动鉴定。他们中的一小部分人已经在社区阳光康复工场为社区群众或残疾人提供力所能及的足摩服务。这是智障人士回归社会的一项大胆尝试，探索了“以残助残”的新劳动模式。
See the Beautiful World with a Strong Heart ――Model Deeds Made by the Volunteer Team of School of Acupuncture and Tuina Introduction: the volunteer team of School of Acupuncture and Tuina for the disables in Shanghai University of Traditional Chinese Medicine has won the Prize of Spiritual Civilization and Good Deed in the school range. We hope that more teachers and students can be involved in the loving service to the community. Walking through more than ten years, they have been burnt out, they have have been confused and they have had joy; walked through more than ten years, they are still persevering ... They are composed by professional teachers, staff and students from the School of Acupuncture and Tuina, Shanghai University of Traditional Chinese Medicine, they are the volunteer team for the handicap. Looking back at the time, although their hard work haven’t been extremely brilliant, the volunteer team helped visually impaired people to see the beautiful world with a strong heart, instead of their eyes. For more than 10 years, the team has placed their footsteps throughout the city's 18 districts and counties. Their performance was highly praised by the CDPF organizations and people with disabilities. The volunteer team and visually impaired persons have made joint efforts and many remarkable achievements: In October 1999, the first batch of 30 visually impaired masseurs went through national vocational qualification exams to become into primary health care practitioners and get vocational qualification certificate issued by the Ministry of Labor, which is the first time they got vocational qualification certificate and the positions of health massage. In 2009, the volunteers team designed foot massage labor skills training for those with mild mental retardation in city's 12 districts and counties . Also in 2009, the team set up a special group to improve the training programs and helped 10 batches of mental retarded persons in the training base in Songjiang district, and 80 percent of students passed the labor appraisal. Since 2000, a total of more than 600 visually impaired persons have obtained high, middle, or junior national qualifications. They are all being active in more than 200 blind massage institutions in Shanghai. In 2010, more than 30 visually impaired people participated in the city's adult school entrance examination, so handicapped volunteer team will usher in a new round of work. Nearly 200 people with intellectual disabilities obtained national vocational qualification certificates of foot massage. Some of their started their own businesses, providing more labor positions and employment of disabled persons, and some received wide praise from the community people with their superb magic hands of health care, . 12 visually impaired people start their own businesses of blind health massage institution. 15 visually impaired persons had obtained the massage school degree and became the only group with higher academic qualifications and professional background, who had been attached great importance to by the China Disabled Persons' Federation and the City CDPF. 18 visually impaired people got the title for medical massage of CDPF. ...... The hard-won gains did not relax the volunteer teams. They continued to advocate for the trend of helping the handicapped, opening up the new world of love, and continued to make their dedication to Shanghai disabled persons vocational training, academic education, community services, and related policy making. In order to achieve better understanding, the main tasks of the teams of volunteers in the past ten years are summarized as follows: 1.Carrying out the national vocational qualification training of health massage for the visually impaired and expanding job market From the end of the last century, with the transformation of Shanghai social and economic pattern, the difficulties of Shanghai disabled persons' employment has appeared, among which the problems of the visually impaired is more severe. The labor service center of Shanghai Disabled Persons' Federation has repeatedly asked School of Acupuncture and Tuina to carry out the training of national health care practitioners for vocational for visually impaired persons of all the age.As we all know that national vocationgal training is designed for ordinary people, giving the same course to the blind is a hard and important task. Under the leadership of the school, a research team composed of volunteers by the Party teachers and professional backbone teachers had been timely established. More than 10 teachers, including Zhao Yi, Zhou Xinwen, Xu Jun, Lu Ping, Lu Xiaowei, designed the lessons, research and training programs, identified learning process and wrote training materials exclusively for the blind. In addition, this research team made suggestions for the departments of the City CDPF for the protection of the health massage business’ employment for the visually impaired, their financing and pre-approval policy. Currently, the job of health care massage by the visually impaired has become an important part of the employment of Shanghai disabled people, meeting the reasonable demands of the employment of disabled persons, stimulated the labor potential of visually impaired people, providing important support for the establishment of a harmonious community. To overcome the difficulties in assistive training, many teachers give up their personal resting time, and many touching stories have emerged. On the basis of their own work, they even did thematic research and development for the training program for the visually impaired people. The "blind health care practitioners and vocational skills training speech textbook" made by Zhao Yi, Xu Jun, Lu Ping has won National Ministry of Labor and Social Security Achievement Award in 2007. Since 2005, the team has undertaken the organization work for the Shanghai health care massage skills competition for the blind for 3 years and done important work for enhancing the the blind massage skills and strengthening technological exchanges. 2. Carrying out the education of school degree of the visually impaired and enhancing their professionalism Commissioned by the Shanghai Disabled Persons' Federation in 2003, the first Chinese health massage vocational adult education for visually impaired people in our school opened. The volunteer team of School of Acupuncture and Tuina played an important role in the training of that group for four years. Class teacher Lu Xiaowei arrived at the training point of Shanghai School for the Blind twice a week to complete the work of class management and service. She also made evening phone calls to communicate with students. Her hardworking and high sense of responsibility demonstrated an outstanding Party member as well as a volunteer. The professional teacher prepared the teaching guidance and lessons, organized lectures to provide the best teaching programs for the visually impaired. A large number of outstanding backbone volunteer teachers went into the class, demonstrating the functional of the University as servicing to the community with practical action. Even a large number of students have been involved in voluntary assistive activities, making voice teaching materials for the blind, assisting them in exams with writing, and make learning twin with them. The first batch of graduate became the only group with higher academic qualifications and professional background and have been attached great importance to by the China Disabled Persons' Federation and the City CDPF. 3. Caring for people with intellectual disabilities and making innovation in community labor service In 2009, the volunteers team of School of Acupuncture and Tuina designed foot massage labor skills training for those with mild mental retardation in city's 12 districts and counties . In the same year, the team set up a special group to improve the training programs and helped 10 batches of mental retarded persons in the training base in Songjiang district, and 80 percent of students passed the labor appraisal. Some of them have been providing foot massage services for the community residence in the community rehabilitation workshops. It was a bold attempt helping people with intellectual disabilities return to society and exploring the new labor mode of "disables helping disables”. |
